The QA services shall include independent and objective project oversight to assist in the successful outcome of this critical project by providing periodic assessments of the UCPR project as it progresses through the remainder of the procurement phase, and subsequent implementation phases. For details see the UCP Solution and Vendor Procurement Timeline above. The role of the QA consultant will be to provide objective feedback to DOR from a third party perspective on project management, project status, and work provided by all parties associated with the project. It is DORs intention that all entities maintain a positive working relationship and work together to keep the project moving forward recognizing and correcting problems early. The QA consultant selected for this engagement shall be expected to provide ongoing QA advice, counsel and recommendations to the UCPR Project Director, Project Manager, Executive Sponsor and Steering Committee. The QA consultant will report to the UCPR Executive Sponsor. The QA consultant will complete monthly assessments, which are reported in writing, on the following Quality Assurance Objectives: ? Project progress according to the agreed upon project plans, especially as these relate to scope, schedule and budget/cost. ? Appropriate actions taken to ensure that project issues and risks have been identified and are being mitigated or resolved in a timely fashion. ? Assess the level of project communication with various stakeholders and advise as needed on how project communication may be improved. ? Assess the organizational change management plan and activities; and advise on adjustments needed to organization change management plan. ? Appropriate actions taken to ensure that the Vendor DOR contracts with to complete the UCPR project is performing as stipulated in the agreed upon contract. ? Appropriate actions taken to ensure that the project is satisfying the identified business and technical objectives. ? Monitor the project environment, to include project organizational structure, project plans and changing conditions that might affect the projects success. ? DOR and/or Vendor application of appropriate resources to the project and if the resources being applied are sufficient to complete the work activities necessary to finish the project on time and within budget. A.
