Description:

Client is currently seeking an Expert Level technical lead to oversee any additional developers procured and to oversee programming changes to new and existing applications to support the Centers for Occupational Health and Education (COHE) project.
Client is currently seeking one contractor to provide one Expert – level (minimum 8 years experience) application developer to lead a team and perform the programming needed to maintain, enhance, or develop computer systems that support COHE project.

Responsibilities:

* Lead, facilitate, and perform system analysis and design sessions.
* Lead system design verification processes ensuring design meets L&I system architectural standards and validated software requirements.
* Document outcome of system design sessions using industry standard tools e.g., Entity relationship diagrams, UML class diagrams, oriented analysis/design methods, and CASE engineering tools. Documentation will include detailed data requirements, data dictionary, data models and all other system design documentation to support final system design recommendation.
* Develop or update application programs and perform unit testing – Code and thoroughly unit test application programs using agency system and programming standards. This will include developing test data and thoroughly testing the application programs, locally in the dev and QA environments. Resolve all identified issues/bugs.
* Adhere to agency standards, including architectural standards, standard development methodologies, establishment of appropriate electronic data securities, program module movement, verification and recycling of these processes within a controlled environment.
* Use of agency standard software and desktop tools for application development and maintenance.
* Follow change control process – Follow the agency process for managing issues or changes to business requirements, including use of the agencys development and test environments.
* Support customer training – Where appropriate and necessary, assist the customer in preparation of training by developing training data and a mechanism to refresh data in the training environment.
* Support implementation and post-implementation – Provide technical support during the promotion of application releases to production and resolution of all issues identified.
* Provide status reporting –Provide input or feedback to the manager, technical lead, customers and other team members. Provide weekly written status reports describing progress on assigned service requests or problem calls, planned tasks, and potential issues.

Additional Responsibilities:

* Participate in analysis or gathering information with L&I staff.
* Seeking input or direction from the L&I staff or management.
* Development of any criteria for decision making or choosing among options.
* Peer review and feedback on work assignments.
* Preparing materials, demo system, or data for presentations.
* When requested, participation in meetings and teleconferences with the L&I staff.
* Sharing knowledge with the L&I employees, including knowledge transfer to L&I technical staff and coaching or mentoring business area customers is required on all work completed.
* Comply with all L&I methodologies and standards for software development (architectural and design standards, configuration management, programming standards, testing methodologies, code reviews, defect resolution and program implementation)
* Comply with all L&I division policies and standards (ethics, Internet /e-mail usage, security, data access and haras
