Description:

This position is responsible for a combination of Business Analyst (BA) work approximately half time and Quality Assurance (QA) tasks half time. A well-qualified candidate will possess at least 10 years of experience in either field, both fields, or related fields. This position understands and contributes to a product backlog and releases of the system, as well as its dependencies. This person will assist with the transition of software features into technical requirements, such as features, epics, and stories. This person will conduct various levels of testing for several DPI applications in addition to identifying potential bugs escalated via customer support tickets. This person will practice the Agile/Scrum development methodology for both the BA and QA portions of the position.
For the Business Analyst portion of the role, this position will work with and serve as a liaison between management and business units within DPI, external vendors, product owners, developers, other quality assurance analysts, and the scrum master to identify and analyze opportunities for improving processes and business systems. This position will be responsible for conducting research, analyzing and documenting system requirements and business rules, and creating user stories. This position will also be responsible for creating functional requirements and specifications, preparing process flow diagrams.

For the quality assurance work, this person will run test scenarios/use cases for sprint cycle development work with detailed test scripts and other quality assurance testers to ensure new features and functionality work as expected. As part of testing, this person will also vet issues raised by customers to establish if there is a bug or user error. The position will work closely with developers, product owners, and other business analysts to make sure applications are free of issues or identified and resolved quickly.
Under general supervision of the Customer Service Team manager, this person must be able to function independently but also work closely with members of the Applications Development Team to accomplish project objectives and daily work requirements. As such, the position will work on projects related to enterprise architecture, development, system testing, analysis, and maintenance of systems that capture and report data. This includes but is not limited to applications that focus on finance, budget, and data collection and reporting applications that satisfy the needs of Wisconsins K-12 education systems. These systems require extensive knowledge and experience developing complex applications, reports, and relational databases. Objectives, priorities, and deadlines are established in consultation with the department program area leaders, project managers, and IT management.

Required Skills and years of experience: 10+ years of experience or equivalent education

1. Minimum 2-5 years of experience using Agile/Scrum Development Methodology
2. Strong written and verbal communication skills
3. Ability to work in a team environment as well as independently
4. Possess a fundamental understanding of end-to-end customer experience integration and dependencies
5. Prepare business requirements and functional specifications
6. Experience writing user stories with clearly defined acceptance criteria
7. Ability to maintain good internal customer relations
8. Ability to perform app
