* Interview Process:
• A 15-minute technical exam. Camera, audio and screen-sharing are required.
• If a passing score is earned on the technical exam, a virtual interview will be scheduled via Microsoft Teams with audio and camera required. Audio and video must be in sync.
• A second interview may be requested prior to hire.

* Duration of the Contract: The initial contract will end on June 30, 2023 with the potential to renew for up to one or more additional state fiscal years; contingent on available resources.

* Onsite or remote? Hybrid remote/in-office work preferred (Madison, WI), or the ability to come on site periodically. The contractor must start on site for a four-day orientation, followed by two more four-day visits during the first two months. Any remote work must be conducted within the United States.


Description :

The Department of Natural Resources, Environmental Management Division (EM), Bureau of Drinking Water and Groundwater and Bureau of Waste and Materials Management seek to hire a Microsoft .NET Web Developer III to design, develop, maintain, and enhance applications in .NET.

The Drinking Water and Groundwater program has a groundwater data application, relied upon for core business needs, as well as a laboratory data submittal application which needs to be rewritten.
For the Waste Management program, the Waste Information System (WINS) is the Wisconsin DNRs software solution for managing regulatory compliance regarding solid and hazardous waste and recycling throughout the state of Wisconsin, including required annual reports, site inspections, and
owner financial responsibility. The developer needs to provide reliable, responsive support and updates to these systems. This position requires a candidate with advanced developer skillsets and experience.

The most qualified candidate will have:

? Advanced level experience designing and developing applications with .NET framework utilizing C#, VB.Net, JavaScript and Bootstrap
? Experience applying Object Oriented Design.
? Security Model experience including authentication and authorization in custom .NET applications
? Experience with SSRS for developing reports.
? Advanced experience using Oracle, including coding stored procedures, PL/SQL and SQL
? Experience working in Visual Studio as well as Azure DevOps
? Experience with coding standards and best practices.
? Experience utilizing the Systems Development Lifecycle (SDLC) and following IT Best Practices
? Experience following Waterfall or Iterative/Agile/Scrum Methodologies for completing projects from Initiation through Implementation and Maintenance.
? Experience troubleshooting errors.
? Excellent written and verbal communication skills.
? Collaborates with others and is a team player to ensure project success.

Additional skillsets that will also be helpful:

? Experience with testing tasks such as identifying test scenarios, test data setup, execution,
and documenting test results.
? Experience writing technical documentation.
? Knowledge of Java, since some older applications we will be rewriting in .NET are currently in Java.
? Experience with GIS as it is widely used at the DNR.

This position will be split half-time between the Drinking Water and Groundwater Program and Waste and Materials Management.
For Drinking Water and Groundwater, the primary focus of this position will be to design, develop, test, implement and maintain .NET applications. This position will work at the direction of IT Supervisor and Project Manager.
