These systems support various DHS programs across multiple divisions. Programs include Medicaid/BadgerCare+, Medicaid Waiver, Childrens, Self-Directed Support, Family Care and Family Care Partnership, Public Health, Quality Assurance, Mental Health and Substance Abuse and other program areas. This position will provide architectural/technical direction to customers and Division of Medicaid Services (DMS) project team members, manage budgets related to the project, manage customer relationships, and directly and substantially serve as a key technical advisor to managers in those areas as DMS begins to plan for and develop an Enterprise Data Warehouse. This position will also function as the technical lead with broad data warehouse architecture, design, development and support responsibilities and represent DMS programs in liaison with program management and staff, managed care organizations, counties and service agencies. This position consults, advises and develops a variety of technical and business intelligence solutions to support program operations and performs quality assurance and testing of the contracted vendors technical work. These responsibilities will require well-developed skills in architecture design, business intelligence, data warehousing, programming, data exchange, project management, teamwork, facilitation, interpersonal relationships, oral and written communication, and organization. GOALS AND WORKER ACTIVITIES A. As DMS technical expert/lead, manage and coordinate aspects of the Data Warehouse (DW) and Business Intelligence and Reporting (BI) systems development, maintenance and support. A1. Function as the technical architect and designer for the DW and its associated Data Marts and the BI system. A2. Maintain detailed technical, architectural documentation on the DW and the BI system. Ensure that a data dictionary is maintained that describes how the systems operate, what the field definitions are and how the Extract, Transform and Load (ETL) processes function. A3. Provide technical oversight to the logical and dimensional data models and designs for the data warehouse environment. A4. Consult with other technical leads (Data Architect, Application Architect, Technical Architect, Security Officer, Records/Forms Officer, etc.) in the department to ensure that designs adhere to established standards. A5. Design end-user friendly systems with minimum need for maintenance and upkeep. Ensure that designs are intuitive to end-users. A6. Develop an effective support structure and training program to serve the end-user community and assist them address data and decision-support needs. A7. Consult and advise program staff and end-users on how to leverage the DW and the BI make improvements to them. Provide field support to partner organizations in working with the DW and the BI systems – sending data to the systems, retrieving data and interpreting data. A8. Working with the development vendor, ensure that all requirements are met in design and development. A9. Identify data exchange solutions that meet design and development requirements and standards. A10. Working with other team members, develop teams knowledge and capacity to ensure continued support for the systems. Encourage collaboration and knowledge sharing. B.
